This letter pertains to an Iraqi colonel's claim that he suffered injuries when in U.S. custody on a U.S. Navy ship and at Camp Bucca, Iraq.  Specifically, he claims that while being processed on the ship for detention, he fell and was injured because his hands were flexi-cuffed behind his back.  He also claims that his injury was not treated when later transferred to Camp Bucca.  (This appears to be the same colonel who also claimed that his leg was broken and his arm was injured while in U.S. custody at Camp Poko.  See the related documents on the right.)
