Army Memo re: Tigris River Incident Reprimand for Obstruction of Justice. A Lieutenant Colonel is reprimanded for wrongfully endeavoring to impede an investigation into the drowning death of an Iraqi civilian. The LTC ordered others to deny that the men were not pushed into the Tigris River, and to say that they were dropped off at the side of the road, on January 3, 2004. General Odierno stated "our conduct was wrongful, criminal and will not be tolerated."

- On January 3, 2004, an Iraqi national, Civilian, Mr. Zaydun Ma'mun Fadhil, drowned after being thrown off a bridge into the Tigris River by solders of the 1st Battalion, 8th Infantry Regiment, 3rd Brigade Combat Team, 4th Infantry Division. A First Lieutenant gave orders to his subordinates to have Mr. Fadhil and another victim forced into a river around the Samarra area of Iraq; Mr. Fadhil could not swim and drowned. The Investigation found a cover-up by the command that included the Lieutenant Colonel in command of the Battalion being reprimanded and admonished.
