Statement by FBI Behavioral Specialist re: Investigation of Possible Detainee Abuse at Guantanamo Bay

DOD interview of FBI Behavioral Specialist who toured though Guantanamo from October 21, 2002 though January 7, 2003. The Behavioral Specialist stated that he did not see the use of Military Working Dogs (MWDs) but did hear detainees complaining of cold interrogation booths, and once witnessed a female Sergeant become inappropriate with a detainee by putting lotion on him and possibly giving him a "lap dance" but his line-of sight was partially obstructed.

- Interviewee was stationed at Guantanamo Bay (GTMO) from October 21, 2002 to January 7, 2002 as a Behavioral Specialist. Sometime around the end of November 2002 or the beginning of December 2002, the interviewee witnessed a female Sergeant apply lotion to her hand, and begin touching a detainee, her hands traveled to the detainee's lap as she whispered in the detainee's ear; at one point the detainee grimaced. The interviewee could not see exactly what happened, but the interviewee was later told that the Sergeant bent the detainee's thumbs back. The interviewee was also informed that the Sergeant had done worse in the past.
